First what is a .grd file?
I was sent a .grd file from open pit mine who has hired the firm I work for to do some road design.
I was told that .grd file is some kind of dtm. I was told to get it into open roads designer. I am not seeing anything on how to do so. Anyone have instructions?

Did you use Internet to find more information? GRD extension looks like to be used for different formats, e.g. DIVA-GIS (together with .gri file) or in ArcGIS (containing grid definition) and also few others.

At first you have to find out in what software it was created and what format it really is. But probably this format is not supported, so you should ask for another format (e.g. simple text file, that can be used to create DTM in ORD).

Wow Jan, Yes I did ask the person who tasked me with getting the file/data into microstation, and they don't know and told me to spend sometime to research it. Yes I did look it up on the internet and found the same info you did and was hoping that I could come to this community and receive more insight. I assume that the file is a supported format since it is an file type option. .Thanks for your time.

In what application? I don't have that option for File->Open in MicroStation CONNECT Update 15.2.

As I wrote, from what can be found on Internet, .grd extension is used by more software, so there are probably several different "GRD formats". It even looks like that some software use grd extension for more different formats. Without knowing the original software (or to be able to analyze the grd file content), I guess nobody can tell how to import the data.
If the file really comes from ArcInfo, it should be possible to import it. But in such case you should follow the best practices and to specify the product and its version exactly (more than 18 versions of MicroStation CE exist, also I think at least 5 ORD CE versions were released).
You can import this format in ORD (and Microstation) using the Descarte tools. In a 3d model, do a ribbon search for "Scalable Terrain Model".
In the Scalable Terrain Model dialog, create a new STM using File > New and then in the STM Elevation Source Editor, add the grd file under Add Points > Raster DEM file.
You can do do various things with the data like create a Terrain model from the data, extract a raster grid, contours, etc. More info can be found here: Scalable Terrain Model (bentley.com)
