Multiple Plan Views in one Sheet Model

Yes, you can add another Civil Plan Boundary with the Place Drawing Boundary tool in the Admin workflow ribbon

This would just be a drawing boundary and not a civil plan boundary. What I am looking to do is take a dgn file of a street map and create multiple views in a single sheet model. 

You mentioned a plan view boundary...

What about a civil plan boundary doesn't give you what you need, or gets in the way of what you are trying to do?? Have you looked at the other types of Drawing Boundaries available in that tool? I'll be honest, I haven't played with that too much, but I have been able (in training) to place several plan views onto a single sheet.

You can always create a clipped reference attachment or saved view any time you like.
