How do I automatize storing COGO points with a certain Feature in the desired level

I'm picking up points and naming them STK000 and Feature LOTX. Automatically the text goes to Topo_Miscellaneous and the tick mark goes to Level 1. I want to store both the Text and the tick mark under a certain level. Any ideas how to associate a COGO feature with the level the text and point tick mark will be stored? Thanks
