I was reading the "what's new" document for ORD 2021 R1 and I saw this:
What does this mean? Is this tool still available for those of us who do not use ProjectWise?

I tried this out earlier, if you are in the ProjectWise environment it is integrated inside it. Otherwise, works as normal.

I was looking to use the Civil File Manager to upgrade my dgnlib's to ORD 2021 R1. When i try to run it, i get that the Type initializer for 'Bentley CifNET ProjectWise PWWrapper' threw an exception.
We do not use Projectwise. Have you tried to use the new 10.10 version of the manager?
C:\Program Files\Bentley\OpenRoads Designer CE 10.10\OpenRoadsDesigner\CivilFileManager.exe
Will i have to open each file rather than using the Folder + sub Folders options to upgrade multiple files?

I'll see what a Bentley person has to say, but it looks like it tries to open a ProjectWise datasource, but can be cancelled for local file access. I'm betting it may not have been tested on a system that doesn't have ProjectWise installed.
Another option may be to set the CIVIL_UPGRADE_PROMPT_OFF = 1 variable in your workspace and use the batch processor to simply open all the files. That seems like it would work well...
