I was reading the "what's new" document for ORD 2021 R1 and I saw this:
What does this mean? Is this tool still available for those of us who do not use ProjectWise?

I tried this out earlier, if you are in the ProjectWise environment it is integrated inside it. Otherwise, works as normal.

I was looking to use the Civil File Manager to upgrade my dgnlib's to ORD 2021 R1. When i try to run it, i get that the Type initializer for 'Bentley CifNET ProjectWise PWWrapper' threw an exception.
We do not use Projectwise. Have you tried to use the new 10.10 version of the manager?
C:\Program Files\Bentley\OpenRoads Designer CE 10.10\OpenRoadsDesigner\CivilFileManager.exe
Will i have to open each file rather than using the Folder + sub Folders options to upgrade multiple files?

Sorry it is impossible to anticipate how each company is structured and so not possible for me to give you advice on that. I am guessing that you could get it done during the install process, but that would need to be setup by the IT team that does that install.

So...instead of making it default to a standard installation without ProjectWise, Y'all decided that it should default to a ProjectWise environment?
ProjectWise is not a prerequisite for OpenRoads Designer and we should have full functionality out of the box without it. I don't see your "instructions" to edit the PW.CFG file anywhere in the documentation. I don't understand HOW IT is supposed to "know" that. And your interpretation that "It is impossible to anticipate how each company is structured" rings with a lack of imagination, if not laziness to consider at least a few different options.
It is NOT unusual for users to NOT have administrator privileges.It is NOT unusual for the IT people who do the software installs to NOT be the people most knowledgeable about the finer details of every software they touch.It is NOT unusual for a company to have OpenRoads Designer without ProjectWise.
None of these is an exotic concept. Pretty standard operating procedure, in my experience.I get more and more frustrated by Bentley's disregard for standard business practices and actual working user experience. This company is moving, philosophically, away from a practical solution grounded in engineering practice and more toward an ivory tower of ideals with little to no concern for how the work actually gets done.

That PW cfg has always been there, but it just about disabling that cfg to get past the bug with the tool trying to access ProjectWise for users who dont have it. A hole in the testing of the tool before release I think...

Nothing new there...
Instead of editing the pw.cfg file (which most standard users can't do) you can accomplish the same thing by making a custom ORD 2021 desktop shortcut and add this at the end of the Target.
-wsPW_DISABLE_INTEGRATION_FROM_DESKTOP=1

With the stand alone CivilFileManager.exe Not the downgrade function within ORD
CivilFileManager.exe does not have
-its own pw.cfg,
-or use ORD's pw.sfg,
-or recognize the startup switch -wsPW_DISABLE_INTEGRATION_FROM_DESKTOP=1 , (It won't start with it)
So when adding file to process in CivilFileManager.exe, even without PW installed it is attempting to log onto PW, and crashing.
Another tool designed and built without the Bentley asking "What if the user....."
So we cannot use the civilFileManager to upgrade our dgnlib and files all at once…??
If you have projectwise installed you can, files from either on PW or local/network files
If you don't have PW installed, no CivilFileManager crashes, when trying to add files
If you dont have projectwise installeed.... follow SonyaP post.....
"If you are not using ProjectWise at all in your company then you can disable the ProjectWise Integration by editing the file pw.cfg in the folder: C:\Program Files\Bentley\OpenRoads Designer CE 10.10\OpenRoadsDesigner\config\appl\
You will need to uncomment (remove the #) the line: PW_DISABLE_INTEGRATION_FROM_DESKTOP=1 and save the file back in the same folder. You will need administrative credentials to do this in the particular folder.
Once this is set then you can run the Civil File Manager as normal and it will not "call" the ProjectWise environment."
