I was reading the "what's new" document for ORD 2021 R1 and I saw this:
What does this mean? Is this tool still available for those of us who do not use ProjectWise?
If you are not using ProjectWise at all in your company then you can disable the ProjectWise Integration by editing the file pw.cfg in the folder: C:\Program Files\Bentley\OpenRoads Designer CE 10.10\OpenRoadsDesigner\config\appl\
You will need to uncomment (remove the #) the line: PW_DISABLE_INTEGRATION_FROM_DESKTOP=1 and save the file back in the same folder. You will need administrative credentials to do this in the particular folder.
Once this is set then you can run the Civil File Manager as normal and it will not "call" the ProjectWise environment.

i do not know how to run it "inside the Software". i only run it by double clicking on the CivilFileManager.exe. It opens.... but when I use the File > Open > and then select any entry.... File, Folder or Folder + Sub Folders.... it comes back with... Unhandled Exception
Thank you for your response. i will report it as a Bug. i Followed Mark's advice and updated all dgn and dgnlib files by running a batch process.

Yes I got same when you run it from inside the software. If you go C:\Program Files\Bentley\OpenRoads Designer CE 10.10\OpenRoadsDesigner and then double click on "CivilFileManager.exe". It then runs fine. You can then dismiss the projectwise interface if that is not required. I am currently running it to update our workspace to the latest version.

I'll see what a Bentley person has to say, but it looks like it tries to open a ProjectWise datasource, but can be cancelled for local file access. I'm betting it may not have been tested on a system that doesn't have ProjectWise installed.
Another option may be to set the CIVIL_UPGRADE_PROMPT_OFF = 1 variable in your workspace and use the batch processor to simply open all the files. That seems like it would work well...
