I was reading the "what's new" document for ORD 2021 R1 and I saw this:
What does this mean? Is this tool still available for those of us who do not use ProjectWise?

"If you are not using ProjectWise at all in your company then you can disable the ProjectWise Integration by editing the file pw.cfg in the folder: C:\Program Files\Bentley\OpenRoads Designer CE 10.10\OpenRoadsDesigner\config\appl\
You will need to uncomment (remove the #) the line: PW_DISABLE_INTEGRATION_FROM_DESKTOP=1 and save the file back in the same folder. You will need administrative credentials to do this in the particular folder.
Once this is set then you can run the Civil File Manager as normal and it will not "call" the ProjectWise environment."
or edit your icons target by following Rod's post....

If you have projectwise installed you can, files from either on PW or local/network files
If you don't have PW installed, no CivilFileManager crashes, when trying to add files
So we cannot use the civilFileManager to upgrade our dgnlib and files all at once…??
With the stand alone CivilFileManager.exe Not the downgrade function within ORD
CivilFileManager.exe does not have
-its own pw.cfg,
-or use ORD's pw.sfg,
-or recognize the startup switch -wsPW_DISABLE_INTEGRATION_FROM_DESKTOP=1 , (It won't start with it)
So when adding file to process in CivilFileManager.exe, even without PW installed it is attempting to log onto PW, and crashing.
Another tool designed and built without the Bentley asking "What if the user....."

Instead of editing the pw.cfg file (which most standard users can't do) you can accomplish the same thing by making a custom ORD 2021 desktop shortcut and add this at the end of the Target.
