Inline Leader

I am trying to place a label with inline leader. Example shown below.

Back in SS10 when I want to move the text around, the inline leader stay with the text (and is usually parallel to the view) and the main leader moves around.

I am trying to achieve the same things in ORD. When I place the text, the inline leader is not parallel to the view and when I try to move the text, the main leader stays intact but the inline leader moves around (shown below)

Is there a way I can fix this? Keep the inline leader parallel to the view and intact (stay with the text) and make the main leader move?
