If I dimension a line in it's own file I get the distance and bearing. If I use the same style but original line is now coming through as a reference element I get an angle rather than bearing. How do I fix this so I can label my boundary lines in sheets with bearing?

I don't think they intended labeling to be used in the sheets. Nasty oversight that I hope they correct, but it sure seems to be so.
Hopefully someone here has a better answer than I do.

It sounds like you're using the MicroStation Dimension Element command with the Label Line toggle, is that correct?
Is so, I'm guessing you might need to change the Angle Readout in the Design File Settings.

Bearing and distance on the right is in the file with the line.
Bearing and distance on the left is with the file with the line reference in. Same seed files, same workspace, and same design file settings.
Just a little different format in the label line pull down.

I knew your original post sounded familiar when I first read it. But I probably shouldn't have been so quick to reply without being certain. It just occurred to me that I had submitted that same issue to Bentley about a year ago when using 10.08. They filed Defect 1083151. I just tried again in 10.09 and 10.10, still not fixed. As you mention, it's only when the geometry is referenced.
