For some reason my MAIN toolbox will not stay on in OpenRoads when I exit out and go back into the program. All others will appear, including Custom made Toolboxes, but I still have to reopen the MAIN tool box each time I open the program new.

The issue is due to an already logged defect #1115302 on MicroStation platform. As a workaround, you can toggle on V8i based Task Theme which has a 'Main' set of tools built in. communities.bentley.com/.../enable-v8i-task-theme-in-microstation-connect-edition
