how would I open .xsr cross-section file?
With what software, and which version of which software? What do you have and what are you hoping to do?

This may not be possible. If I remember correctly, an XSR is simply a cross section report ASCII file generated by the XS List command. It is a list of whatever data you requested at the time it was run. An XSR is not a settings file. Since it is an ascii file, you can open it with any text reader like Notepad or Ultra-edit.
Unfortunately, the XS List commend does not have any way to save or recall previous settings used to generate reports: https://communities.bentley.com/products/road___site_design/f/geopak-inroads-mx-openroads-forum/96185/importing-xsr-cross-section-file-into-geopak
If you want to use the data from the XSR to generate a new surface, that might be a different thing and I'm not sure offhand how that would be done.

Cross section (XS List) REPORT settings are not stored anywhere, unfortunately.
In OpenRoads SS4/SS10, cross section settings (as in preferences to generate cross sections) are saved into the XIN file - if they were saved.
I honestly can't recall where settings were saved for the older methods. I believe they were ascii files that could be named anything, but I could be wrong. Hopefully someone who has worked in Geopak more recently than I will be along shortly.
