Editable Terrain

Question

21796 - Topo.dgn 
 I can't for the life of me get the rules turned off to edit this terrain. If anyone else can get it to work can tell me the steps? I must just be hitting the wrong order.

Hi Lucas 
 with a terrain created from survey data you need to go to the Explorer > Survey, right click on the survey project and choose "Deactivate Survey Processing Rules"
