when i annotating my profiles within the drawing model using annotation groups i make manual modifications to the label locations when over lapping and to be more readable when sometimes when i open and close the the .DGN or change view models, the annotation move back to their default locations. is there a way to avoid these automatic relabeling whenever changes are made
Nope, moving of Profile Annotation labels is unavoidable in previous versions of the software. This was a catastrophic and unforgivable defect of the software. Apparently they fixed it in the newest update 2021 R1. However, I have not tested it extensively. All versions before 2021 R1 suffer from this ridiculous software bug.

As strange as this issue is- and as much as I have read out here about "dancing annotation"- I have never ever had the issue, and I have no idea as to why it has affected so many others and not me.

Glad to hear that some firms have escaped its grasp! It's been a real plague for my consulting firm and our federal client. I watched it happen on a 20 mile road job. That designer and project manager almost lost their marbles when it happened.
It seems to be triggered pretty randomly, but over the design life (6-12 months) of a road project - its guaranteed to happen (at least for us and our client). We have come up with some workarounds, but these workarounds involve making Profile Annotations static. The workarounds are labor intensive to setup and labor intensive if Annotations need to be reset. Overall, this software bug has cost my firm and client an exorbitant amount of time in labor hours. Bentley has ignored and been ingenuine about the issue since we first witnessed in in 2018. However, it is just inexcusable to create a ROAD DESIGN software that can't adequately handle Profile Annotations.
I do understand that I am coming off a little strong on this issue, but it has literally affected my personal life. "Dancing Annotations" reared its ugly head on one of my projects a day before the deadline. I pulled an all nighter to rectify the issue inorder and get my deliverable in.
it seems that the only solution for the time being is to just drop the text elements and regroup after using the annotation groups than deal with any updates to the alignments using the labeling tools as they occur.
21R1 addressed the problem causing annotation to update when it shouldn't update (open and closing files, etc.). But 21R1 did NOT address the fact that annotation moves when updated due to design changes, etc. So, there is still a big problem. Bentley has indicated that fixing this is very high priority.
