You might have a user preference or install issue.

When I click the '+' sign there is no response.... I notice you've got a green check mark in your screen grab on the folder, not sure if there's an extra step in there that I'm missing.

Try expanding Dcdrape to be able to "Assign"

Thank you Matt; the dialog is slightly different in ORD, I run into a snag in the Material editor. The FD file I'm working with apparently already has the dcdrape loaded...? But there's no option to assign when I right click it. Also, when I try searching for dcdrape in Open Palette, it isn't available as an option. .. so not sure what's going on exactly.

The workflow shown in this link is using v8i but should still be applicable in CONNECT Edition products. https://envisioncad.com/drape-an-image-on-a-surface/
