How was this created? Is it a note, a label, or something else? Is your view rotated, or is it "north up"?
You may be seeing the same issue discussed in this thread. If so, the "fix" was to place the inline leader portion as part of the label cell, instead of using the inline leader from the tool.

It's a modified FDOT note. The view is rotated to the sheet border orientation. What a bizarre fix to something that seems so trivial.
I wholeheartedly agree. There are a lot of "little things" that really just don't allow any flexibility in plans creation. There is an FDOT CADD Forum, where you may be able to get ideas from others working with the same set of standards.
This is a known issue with the Bentley ORD version required by FDOT (10.09). The only way is to incorporate the horizontal leader portion into the label cell. Set the origin of the cell to the justification desired. You'll need a cell for RT and LT justification. Last I checked only the ROW_PlanviewLabel.cel had labels setup, however you can either add to that one so it populates in the place label tool (cell dropdown) or create a version for your discipline.

Thanks Shawn. As strict as FDOT is with their drawings, I'm amazed this was allowed to happen and also hasn't been fixed yet.
Also extending the leader line between text. Completely impossible on ORD and I have to do it in V8i.
