I'm using Illinois DOT standard feature definitions for creating and labeling horizontal alignments. I want to modify a couple things in the standards to customize. Changes include doing minor tick marks at 50' instead of 100', and changing the levels.
I can't figure out how. I go to Explorer > Feature definitions or annotation definitions and right click properties and nothing happens.
Sorry...is the Template tab somewhere else?

Sorry to interrupt the conversation, but to answer your question, yes "Template" is short for Element Template. This is a MicroStation functionality that contains the majority of an items display properties (incl levels). It is found on the Home Tab where you set your drafting properties. There's a Manager found at the bottom of the Element Template selection pull-down. You will likely find a very similar heirarchy of folders/subfolders like you found in the Explorer. You can only edit the ETs found in the local DGN file (unless you're actually in the DGNlib), but you can copy/paste one from the library into the local DGN and edit there. Remember, all edits in a local DGN file are only seen in that file and not propagated through the rest of the project.
