If I open the file rather than attach as reference, it is correct.

I would make sure the proper seed file is always used when creating files. If you have to tweak your units after creating a file, then you need to find a more appropriate seed file.

RE: Open Roads Designer

Thanks Dustin, I checked co-ord system and working units and was happy that they were correct but file still referenced incorrectly. If I changed units from metres to inches, co-ords and distances appeared to be correct.

I started a new file in ORD, created a new file to reference and then set co-ord system and working units prior to referencing file and it worked.

RE: Open Roads Designer

unfortunately theres alot of things that could be an issue but i suspect it your default settings in open roads. for scale when you attach a file theres a detail scale option along with scale master:ref this should be 1:1. other wise i would look at what your default Open roads coordinate system is set to. Utilities tab> Coordinate system make sure the entry matches your old files coordinates. the last thing to check is going to be the drawing units of the new file.
