It has been a long time since I worked with Chuck Lawson setting up our Sheet Seeds. I was looking at various sheet settings and decided I might want to turn off Construction Elements but discovered our Named Boundaries are also set to Construction Class. If I decided I did not want this, I don't know where to make the change.

They will get the same level and class as of your drawing model they originated.

Jeremy is correct in that they reside in the drawing models of the sheet dgnlibs. Check the properties of the named boundaries and change the class there.

Can I also assign them an Element Template or is that a bridge too far?

We do have separate element templates for both Named Boundaries and Drawing Boundaries where both default to construction class. Our sheets were built via these templates, so the short answer is yes :-)
