Does anyone know what causes Transverse features to populate the Cross Section Report dialog?
I'm at a loss on what style or setting causes these to populate this dialog box.

They're created by Roadway Designer if you have the highlighted setting toggled on.
Judging by the name of your cross section set, my guess is that they include a design surface that uses a different baseline than these sections. And that the transverse features from that were displayed when the cross sections were placed by checking the "Crossing Features" box in the Create Cross Sections dialog:
There are a few other ways they could show up but this is what came to me first. So, to my mind, this seems like the most likely chain of events to get you to where you are.
Ray, what's odd about his situation is the surface looks like a LiDAR surface (from its name), not something created by the Roadway Designer.
Hmm, good point. I misread the surface name as the section set name. It's been too long old friend SS2!
So, an alternative theory: the surface was created, or supplemented, from graphics and the transverse features were accidentally selected for import.

Yes it has lidar in the name but there is nothing special about the dtm.
My issue is that I cannot get these "Transverse Features" to be automatically generated like I have shown in my first illustration. That is what I'm trying to replicate. Somewhere somehow I have changed my settings or preferences so that they are no longer being created, so I'm trying to get an understanding of When and Where Transverse Features get generated? There must be a setting in a Style (somewhere) that cues InRoads to generate them?
Looking at Ray's first illustration, what I have experienced is that even if the "Add Transverse Features" checkbox is active Transverse Features may not be generated. And I assume that is because the "Default Preference" that I am using are not set to generate them, or is it also dependent on what Style the template components are as well. These are just a few of the possibilities that I can think of. There are just so many possibilities I'm at a loss of where or how to look. The painful thing is I had obviously gotten what I wanted multiple time, its just that I have changed something, something in a cacophony of switches and leavers that is InRoads.

The transverse will only be created for the primary surface from the corridor - generally, the top. They are not created for alternate surfaces. I've never seen InRoads not create the features when asked but that doesn't mean it won't happen. If your preferences do not turn on the toggle, you will need to do it manually when you create the surfaces or change your preferences.
Cross section reports can only report on features that have been displayed in the cross section set. If the cross sections follow the same alignment as the corridor, the only way to display them is through the Update Cross Sections dialog and selecting Projected Features (because the features don't cross the sections, they are parallel to them). If the cross sections follow a different alignment, it's possible that the transverse features cross the sections. If that's the case, there are two ways to display them: selecting "Crossing Features" when creating the sections (shown above) or selecting Crossing Features from the Update Cross Sections dialog.
