Both contain the nodes and conduits for the respective storm systems. 
 The nodes and conduits have been placed using the default installed libraries of pipes and manholes.

&lt;p&gt;if I understand your situation correctly, your default WorkSpace may not be robust enough to allow you to do what you want.&amp;nbsp; You may need to set up different Feature Definitions for existing vs. proposed elements.&amp;nbsp; The feature definition calls up a feature symbology, which then calls up element templates, which then specify the symbology (including levels) as well as which cells to use.&amp;nbsp; This set up allows you to also determine how elements appear in plan, profile, and 3D views.&amp;nbsp; This is all called up when you select a WorkSpace when opening a file.&amp;nbsp; The configuration of that WorkSpace will decide which DGN libraries (containing your feature definitions, feature symbologies, element templates, cell libraries, etc.) will be available and used when creating elements such as Drainage and Utility nodes and conduits.&amp;nbsp; If you are not familiar with this process, here is a place to start:&lt;/p&gt;
