I see what you're saying now. It's there in PowerGEOPAK SS10. I'm guessing the help doc is out of date because the Display Gradient Fill is set on the Feature Definition. It may be worth submitting a Bentley support request to have the help doc corrected.

This solved my initial question, but not the issue of the missing settings panel in the View Options - Civil. I found documentation on it here, but cannot find these settings.

The superelevation manipulators use the settings from the "Manipulator Settings" group in your screenshot.

I'd start by checking that Disable Handles is not toggled on the Element Selection tool settings.
