Dynamic Cross Section Cells Scaling

Hello All- 
 I am struggling with getting my Dynamic Cross Section Cells to scale properly. There seem to be so many places in which a cells scale can be adjusted which is confusing. What is the proper workflow to properly setup these cells in Element Templates? Does the Annotation Scale in the drawing affect the size of these cells as well as all of the settings within the Element Template? Which is the correct way to get these set correctly? I tried to copy the Bentley standard PROW, EROW xsec cell tags but that didn't work out like I had planned. 
 Initially my tags looked correct, then I synced the Element Template Library with the Master Library and they got extremely large.

 Typically in all other versions of Bentley civil products, we did not use annotation scaling. In those versions, it was typical to place such cells based upon annotation sizing; that is, a scale of 10 produced a text size of 1.2 meaning a 12 (0.12) point font was scaled up by a factor of ten to 1.2. With annotation scaling, we now have not proportional scaling as in 10:1, but rather inch to foot scaling as in 1"=10'. Such produces a scaling of 12 times the original sale of the cells you are using. Not only that, but a 12 point font (0.12) should be divided by twelve to equal a font which is 0.01. We took our entire set of cell libraries, divided their scale by twelve, and use them like that in order to work with all other things Bentley. What Bentley has done is technically correct if more than a bit confusing to the uninitiated. All of your text styles as well as your line styles should be treated in the manner. Once all is sorted out, you will find that everything returns to normal as you have perceived before. 
 Another thing is that what is shown on your dynamic cross sections is not necessarily what is shown on your cross section drawings as there are annotation groups which handle those drawing models. However, the cells that you use on your physical cross sections should be the same as on your dynamic cross sections. You are correct in that there are many areas. Use the same cells- both dynamically and physically- for both areas to save yourself much grief! 
 You could handle this scaling within the element templates, but I suggest that your cell libraries are adjusted to this scaling factor such that when anyone places the cell through Microstation commands it is scaled properly.
