Using ORD 2021 R2. When I created Terrain Model, neither its feature Definition not Name can be changed via Element Properties or within the Explorer. The only way is to do that via Pop-Up menu/context menu. Same with Linear Features, Meshes, etc. Name and Feature Definitions are faded-out.
is it a bug?

I can change it in these two places 2002 R2. Out of the box settings except for the DOT configuration.
I have just seen this myself in 2021 R2 and I have logged it. It appears that if you use a 2D seed file to create your terrain from that creates the issue. I then added in my active terrain and set this active to create the 3D. I then ran create terrain from corridor meshes. I then couldn't rename it... If I used a 3D seed from the start I could.
I now have a defect number for this Defect 1142682:We can't change Terrain's Feature Definition and Feature Name from Properties Dialogue

Hi Ross, could it be dependent of whether you attach the Terrain into your 2d or 3d model in 2d/3d DGNs?

I was trying to rename it from the 3D model in the file I created the terrain no joy. As Adam says the only way to rename it is from the pop up menu that works..
