I'm attempting to reference in a shapefile to an ORD file and it's not lining up correctly with my survey data. The first thing I did when I created the ORD file was set the GCS, but still having issues with the shapefile not referencing in correctly.
I opened the .dgn file in Microstation V8i and the shapefile and survey data appear to line up correctly.
Is there any kind of workaround so I can get the survey data and the shapefile to line up correctly in ORD?

UPDATE:
So, I created a new DGN file in PowerGEOPAK and added the shapefile and it aligns up with my survey data. I opened the file in OpenRoads and everything is still lined up. Not exactly sure why I can't create the file in OpenRoads to begin with, but that's the workaround I found that works.

To follow the best practices, can you specify the used ORD version (use e.g. "version" key-in to obtain product version).

Are you able to test the data in MicroStation CE (preferably in the latest CE Update 16.2)?

Has SHP file defined GCS or .prj file is missing?

I was able to test the data in Microstation v8i (SELECTseries 10) Ver 08.11.09.919. The data lined up correctly in Microstation.

I have a Parcels.prj file located in the same folder as the Parcels.shp file.
