I'm attempting to reference in a shapefile to an ORD file and it's not lining up correctly with my survey data. The first thing I did when I created the ORD file was set the GCS, but still having issues with the shapefile not referencing in correctly.
I opened the .dgn file in Microstation V8i and the shapefile and survey data appear to line up correctly.
Is there any kind of workaround so I can get the survey data and the shapefile to line up correctly in ORD?

UPDATE:
So, I created a new DGN file in PowerGEOPAK and added the shapefile and it aligns up with my survey data. I opened the file in OpenRoads and everything is still lined up. Not exactly sure why I can't create the file in OpenRoads to begin with, but that's the workaround I found that works.
try attaching the shapefile with the Reprojected option
That option isn't available when attaching the shapefile.

You need to have a coordinate system attach to your file first then when you attach your shapefile you will get this option:
When I attach the shapefile using this 'Attachment Method' the file cannot be found...
