I'm attempting to reference in a shapefile to an ORD file and it's not lining up correctly with my survey data. The first thing I did when I created the ORD file was set the GCS, but still having issues with the shapefile not referencing in correctly.
I opened the .dgn file in Microstation V8i and the shapefile and survey data appear to line up correctly.
Is there any kind of workaround so I can get the survey data and the shapefile to line up correctly in ORD?

UPDATE:
So, I created a new DGN file in PowerGEOPAK and added the shapefile and it aligns up with my survey data. I opened the file in OpenRoads and everything is still lined up. Not exactly sure why I can't create the file in OpenRoads to begin with, but that's the workaround I found that works.
It's a little difficult to narrow down your problem based on the information provided. But, if you are working on ProjectWise, note that the sister file(s) for the shapefile are not always loaded and you may need to export first. Not having the sister file(s) could result in incorrect projection of the data by ORD.
