Hi Signe,

What happens if you give the shrink wrapped mesh a Mesh Feature Definition with a Design volume option and use the Terrain from Design meshes tool to create a Terrain for the top of the Mesh. The only issue you may have is if the surface has vertical steps in it.

I have received your dataset and have been testing and researching to see if there is another workflow that works better or if this needs to be filed as an enhancement.
