How to draw a pipe concrete collar in ORD 10.10 (FDOT)

Question

Im putting in a new drainage structure that will be connected to an existing pipe. The design involves putting in 4 new feet of pipe at the structure and then attaching it with a concrete collar. Im not sure how I can draw this in ORD. Part of the pipe would be existing and the other half would be proposed. Also not sure if there is some sort of cell for a concrete collar. Im using ORD 10.10 FDOT Connect Edition

I cannot speak to the content of the FDOT configuration, but the collar you are showing would not be overly complicated to model. Two notable things to consider, first, there will probably not be a means to get that to align with slope of the conduit (although as a mention that there might be a chance if you use a head wall/end section structure type, I would need to think about whether I could accurately calculate flow with this...) the second would be that there is no ability to drive the parameters of a cell from the conduit so you would need a separate collar modeled and a Feature Definition for each pipe size needed.
