Is it possible to process Survey Data to a Multi-line in ORD 2021 R1? I've tried defining a multi-line style to the element template but I either just get the previous line that was defined or a continuous line.
Lastly, is there a way to convert a line / line string to a multi-line?

Are you wanting to build parallel lines for something like curbing?

Multi-Lines are an Architectural Element and even in that environment, you can't create curved Multi-Lines. Bentley has always recommended using a compound custom line style if you need a curved element similar to a multi-line.
You can use custom compound line styles for Open Roads Feature Definitions > Feature Symbologies > Element Templates.

Wanting to utilize multi-lines that maintain to offset multi-line edge lines say for a 24" pipe so that the edge lines (of the multi-line) always maintain the 24" separation no matter what annotation scale is used. The only part of the multi-line that is updated is the embedded text with is scale to the appropriate test height relative to the annotation scale.
I have a MVBA tool to convert lines and linstrings to multi-lines but it destroys the Survey Chain losing all of the Survey metadata. The MVBA tool is still a work in progress but is is evolving. The next item to tackle with it is adding a dropdown list of the available multi-lines making it a bit easier to select the line from the list rather than having to type the Multi-line name manually.
However, all of this would be needed if Survey data was able to process the lines via a predefined multi-line style.

I have been able to convert curves, arcs, into multi-lines successfully. I've found with the compound custom line style the distance between the outer 2 lines changes going between scales. Maybe you have a way around that?

As far as I know, that's literally not possible. What is your process?
I believe there is a way to define a custom line style to represent a real-world item that is not affected by linestyle scale, you may be able to find information about that in Help
