Do some research before upgrading. While the newer versions have certain bug fixes and enhanced capabilities, the format of the civil data written to the files has changed over the years. You cannot use newer or older versions of ORD together. They finally allow the installation of more than one version, so you may be able to have a newer version alongside an older version, but the files cannot go back and forth between them. There is a tool you can use to upgrade or downgrade data, although you won't be able to review it if you no longer have the older version. You cannot work on a 2019 design file with 2021 without upgrading the data; if you upgrade the data, it cannot be used by anyone with the older program.

You will also need to find out what format your client wants to receive. Some clients don't care, others are very particular. I know plenty of people using older versions simply because their clients have specific version requirements. Deliverables often drive software choices.

But if interoperability isn't an issue for the work you do, the newer versions do offer some benefits over the older.

If it is, I believe there was no solution to it, unless you are free to upgrade to a newer version. Not everyone is, so you may be stuck.

Do be careful if you consider upgrading. Bentley changed the civil data format a couple of times since 2019, so the files cannot be used back and forth between versions. Unless you and your coworkers and clients are all on the same version, you won't be able to work on the same projects.

Following your guide, I edited variable MS_TASKNAVIGATION_CONFIGURATION, and chose Preferences->Task Navigation->Presentation->dialog.

And I saw the task appearing as v8i. However, accordingly I have a occurring issue that the OpenRoads toolbar is lost as picture below:

The V8i Task Theme has been introduced in MicroStation Update 13. If you're using an OpenRoads version based on MicroStation Update 12 or earlier, activating the V8i style Tasks dialog will involve defining an additional system variable MS_TASKNAVIGATION_CONFIGURATION:
