I can't find the list of key-ins on the online documentation. Even though I have turned off online help in the user preferences, it still opens a browser on every help link I can find.

There are quite a few, but none of them really complete a full command, just open the command dialogs. More info here:

Is there a comparable list for OpenRoads key-in commands? Or are there no key-ins for the OpenRoads tools?

Key-in names are shown here. In the column on the left, located at the bottom is a tab called "Key-In Index". However, they way they listed stuff is still very cryptic.
