&lt;p&gt;I suspect that you need to detach the terrain from the 2D design model and attach it to the 3D design model.&lt;/p&gt;
&lt;p&gt;Since you are using Geopak, it never hurts to delete your Geopak RSC files:&amp;nbsp;&lt;a href="/products/road___site_design/w/road_and_site_design__wiki/15923/geopak-resource-files---how-to-remove-them-and-why"&gt;https://communities.bentley.com/products/road___site_design/w/road_and_site_design__wiki/15923/geopak-resource-files---how-to-remove-them-and-why&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;And it may not hurt to file a SR with Bentley Support.
