How can I get my stationing to read whole numbers? No matter what I change in the settings, I get two decimal places.

Correct! That's due to the fact that this setting exists in the dgnlib file. I would be very cautious when editing this setting in the dgnlib. You will want to check with your cad manager before doing so as it will not only change on your end but everyone else in your agency as well. I can't think of another quick workaround here besides manually removing the decimal and any content behind it.
