I'm using Open Roads Designer Connect Edition - 2019 Release 1 - Ver 10.07.00,
and I'm watching video Side Slope Annotation at link: https://communities.bentley.com/products/road___site_design/w/road_and_site_design__wiki/37274/video-side-slope-annotation
But I don't understand how to make Feature Symbologies -> Grading -> TL_End Cond Hinge as picture below:
+ Could you please let me know how to do that?

If you are using the right WorkSpace and WorkSet delivered by Bentley with ORD, you should not have to create those Feature Symbologies as they are delivered with the configuration.
I would highly recommend Last Mile Utilities for a simple side slope annotation tool if you do not come right with the Side Slope Annotation method:

Your proposed tool is useful, but it's better if ORD can do this.
Some users will have difficulty because of installing 3rd party app.
