I would like to turn of the annotation while using geombuilder tool in openroads.
It could be that on the Feature Definition Toggle Bar you have selected to automatically annotate when creating geometry. Open this tool up to see if that is selected.

No, I haven't set any feature definition for the geometry I'm drawing. The annotation came up automatically when I started drawing using the geometry builder

I think Holly has the right solution here. Check your Feature Definition toolbar and make sure that this button is not toggled on.
You can also change the default behavior of these toggles in your User Preferences.
