I would like to set up my templates using ORD (open roads designer) for the end conditions to tie into the existing pavement on the topo file.
Are your existing pavement lines actual features? Which version of OpenRoads are you using?

yes they are actual features on a designated level.. This is the version ORD 2021 10.10

I'm going to need a little more information regarding your specific project needs to answer this question properly, but for End Conditions you might want to look into changing the End Condition Component 'Target Type' and use something other than "Surface", like maybe the Civil Element specifically instead of trying to set up a point control on an End Condition.
I figured it out, it has something to do with the corridor. It is on one of the training videos. It is to tie in the new corridors edge of pavement into the existing edge of pavement from the topo. In the case of the training video, it talked about tying it in to the EOP widening taper. For my question, I wanted to tie it into the given existing edge of pavement.
