We are getting more and more civil labels setup, but one issue that we are getting is related to the justification of the label. The label is set to use a dimension style ("Engr Circle"). When the civil label is placed, it lacks the dynamic justification and the leader will not switch to the other side, no matter how far I drag it over. After I place the label, it behaves the same way. As a check, I placed a normal note using that same dimesntion style and it performed fine. Any ideas why this isn't being formatted correctly? A couple screen captures are attached as an aid. (The first image is of the resulting civil label and of the standard label, the next is a capture of the dimension style settings, and the last is verification that the civil label is using the Engr Circle style)

That is a good suggestion, Shawn, and one I had to double-check to make sure. It is indeed clicked on though.
I noticed a few things that could be causing the issue for you. One is that the angle seemed to cause the justification to get stuck and began justifying as I extended the text out at a greater angle from the dimension. The other was the default value in the imperial workspace for text justify is set to left justify instead of dynamic in the dim setting dialog you show.
I suppose maybe I can help to further troubleshoot the issue with this... I have other civil labels that I am using that work fine, but they have a different dimension style associated. I have compared the two dimension styles and the only differences are in relation to the terminator (circle vs. arrow). The two civil labels also use different Element Templates, but the only difference there is the dimension style it is using.
Does this help narrow it down?
I was able to duplicate the same problem with the "Line" Frame option you show in your example. As soon as that is changed, all other settings seem to all work fine. You many need to force the "Leader" option left or right for that one option type (or make one label for each justification for that line option type). Could be a Frame option feature request the devs can add for Line Right and Line Left.

I noticed the same behavior if I took out the Line frame. Then I recalled that our developing partner mentioned that he didn't have an issue with the label. That caused me to think about the version I was on (2021 R 1). I then updated to 2021 R 2 and now everything works as expected, WITH the Line frame! So it looks like it was an issue in early releases, but all is well now. Thanks for the troubleshooting help, Shawn!
