Your right about the Terrain creation. I did not think about that as well. The terrain is an "after model" creation. Turns out I was focused on the template (only), not the work process afterwards - 3D Line Style or Graphic Filters.

RE: Template (*.ITL) Component, Which Does NOT Effect the Active Terrain

Thanks for this information. There may be some 3D line styles, which can be adapted, from the client workspace. I had not thought about that approach. Will check it out.

RE: Template (*.ITL) Component, Which Does NOT Effect the Active Terrain

Terrains can be created based on Graphical Feature filters and go to Terrain Filter Manager to setup desired filters to create a filter that isolates what are intended as breaklines and those intended for boundary elements. You'll want to remove all other element attributes (only Civil Features should be checked in the "edit filter" dialog). Some default workspace filters delivered with ORD are pictured as the image below.

There are some for traffic barriers that could just as easily be a noise wall. It might not even be necessary to be in the ITL - it can be a linear feature from manually drawn elements and the 3D feature symbologies get created using the proposed terrain and 3D linestyles.
