I missed the memo.
Bentley delivers, and others copy, utility levels bifurcated into a nominal (2D) and a 3D with a "_3D" suffix.
This offends my instinct towards data normalization.
I reflexively think "but the 2D graphics are in the 2D Model, and the 3D graphics are in the 3D Model!". They stay separate and segregatable (like the McDLT) without having to have special containers (like the McDLT).
So, is it simply a matter of being able to Level Filter (say, for Conflict Management (I'd go a different (more complicated) route, but Easy is more handoffable))?
What other benefits are there to this duplication?

Preach Brother. This practice is still common place. As you noted, most of time someone just copied what someone else did. Most will see the light given enough time and patience to have a reasoned conversation. Convincing them to actually change their level library? That's a more difficult conversation.
Where did you see this? Here in my world most have seen their error and changed.

I guess if I'm a preacher (I do like to advocate with my arms waving), being in with a bunch of Parsons, it's a fitting fit. I won't name names to protect the trusting - and, also, I don't want to scare off anyone who may have a half-way good reason to split - there may be one or two.
