Is there a way to fill the label frame with a background? When I select a background for the text but it is only placed over the text itself. Thanks
No, I do not believe that there is an easy way to automatically fill in the text frame shape. It's been this way forever in Microstation. I could be wrong.
In V8, when I knew that I needed to do this often, I would add a selection of template notes to the border reference so that I could copy them in. The background fill on these notes was an associative region. All I had to do was move the arrowhead and change the text, and the fill adjusted. However, the associative region doesn't seem to update anymore in CE versions. I submitted a service request. Bentley agreed and filed defect #777644.

Ability to apply fill or background to labels is so obvious and necessary functionality in drawing production and should have been included in Microstation dimensioning style in addition to Text Frame options in the Text > Notes section. We need this as a critical enhancement.
