Has anyone see an issue with the element templates defined in an annotation group not being copied to the active dgn file?
In the screen shot below the the element template is loading and being found by the annotation group but it is not getting copied to the active file. Any ideas as to why this is happening?

Did you define the annotation group in the dgnlib file? If so, did you check the project explorer to see if the dgnlib had been configured into the file that you are in? I am assuming that you are using a seed file.
The annotation group is defined in a dgnlib file and the element template is also located in the same file as the annotation group. Yes the dgnlib that hold the annotation group show up in the libraries list in project explorer.
