There used to be a functionality in InRoads cross section annotation, called collision-free. You could define a certain distance for text and leader vertex to move if an annotation was going to overlap another one.
Does this functionality still exist in OpenRoads Release 2?

You can set proper values using the collision tab in the manage annotation group to avoid text overlap.
Is this still the proper way to avoid label overlap? I am using ORD 2021 R2. I don't see this option on the interface for Manage Annotations

I believe that option only exists for the "Frame Annotation" method of annotating. I do not believe (on your version, or any later versions to this point) have the ability to adjust for collisions when annotating "on the element" (within each section).

No not yet. But I did just download and install the latest version of ORD (2022 R3 (10.12.02.04)) and will be doing some evaluations on the settings. But I am honestly not expecting to see any improvements there yet.
