There used to be a functionality in InRoads cross section annotation, called collision-free. You could define a certain distance for text and leader vertex to move if an annotation was going to overlap another one.
Does this functionality still exist in OpenRoads Release 2?
Which version of ORD?
Version 2 was a long time ago...so probably not. I can't say if it's improved in the years since.

It may not. A lot of plans production tools haven't been completely integrated from any of the previous packages. But I'm not using ORD in a production capability, so it could have functions I haven't found yet. Hopefully someone here can give you a more complete answer.
You do have the option to file a Service Request with Bentley. They certainly could tell you if that feature made it in, and you may be able to add your name to a list requesting it if it isn't there yet.

You can set proper values using the collision tab in the manage annotation group to avoid text overlap.
Is this still the proper way to avoid label overlap? I am using ORD 2021 R2. I don't see this option on the interface for Manage Annotations
