You can use Create Terrain Model from ASCII File under Additional method of Terrain Model.

Atif, I would suggest you to please try to use Scalable Terrain Model, here you will need to create 3D file > Store STM model > Then after use Raster DEM files(.asc) to Add Points. If still issue is persisting, please use the link below to upload your dataset.

Thanks purva.It worked...
Hi Purva, I have problem with generating my terrain (with location) When I select my coordinate system in my dgn file it locate in totally different place. When I select GeoCS in STM it does not have any size at all. Can You help me wit that issue?
