Main Question/Discussion: In my template set up, I currently have a Friction Course and Structural Course Overlay component.. They each are 1.25" (0.10-ft)..
I have my Milling and Overbuild Striping Components with its default settings below the Structural Course Overlay Component... I never have changed these settings before..
How can I set this up correctly so that the overlay components (resurfacing, IE top surface) is higher than existing ground?Currently, I have my template points on the top Friction Course overlay component to project to surface...I imagine that should not be the case? I am simply confused on this ordeal. ANY help is appreciated...
2nd Question/Discussion:In most projects I have recently worked on, the default values of Milling and Overbuild I have never touched, (what I milled MATCHED what I resurfaced)... Should those striping components be updated always?
Update #1 (10/13/2022): It appears I might have to make profiles (0.5" above existing) along my CL, Lane Lines, EOPs, and Shoulder Lines... Will test this out when I have the chance. Still confused with the Milling/Overbuild Stripping components.

There are a ton of factors that go into the design of M&O projects, such as your proposed profile, proposed pavement depth, cross slope correction, potential widenings, etc. Based on the screenshots you have shown, you have your proposed pavement as your backbone with your milling component and a leveling course at the bottom. As far as the M&O components themselves, they will generate meshes for you related to the milling and the leveling. So placing them relative to your proposed pavement section is correct. In order for you to get your proposed pavement structure above EG, the profile needs to be above EG. You can use tools within ORD to help define that profile (noted below) or you can build a separate analytical template that evaluates those points and generates a PGL feature line that you could project into your BL for use as a profile.
There is a decent course on the learn server that covers M&O templates. Within that course it should introduce you to the overlay adjustment tools for developing profiles based on min/max milling/overlay.
