Question: Is there another way to access 'View Control' other than long right click in the view window? Or is there a direction you can point me in that may be the problem based on screenshots of my configuration file and the mvba files that are in that location it points to?
Issue: I am under the impression that 'View Control' is very important in making sure your 2D edits are translating to the 3D World. I have looked up other posts on this issue and the closest one to solving my problem is the post where there was a line missing in their workspace configuration file. But it was never mentioned what that line was. I have uninstalled and reinstalled OpenRoads to try to solve this issue and tried to insert a configuration line suggested by another post in Bentley Communities with no luck. I believe that the issue maybe in a configuration file. Any suggestions will be appreciated.
I have no idea what AEC_SETUP is. It looks like some third-party MVBA. Maybe someone else here has seen it before.
Are you talking about the View toolbar that defaults in at the top of the view window? That is controlled by user preferences, and it's possible it's been accidentally turned off. You can find it under the View Options:
If you are asking about something else, I'm not certain what it could be.

It would appear that you are using the AEC workspace from the US Army COE. Is the VBA project loading or is it not found?
VBA projects are MVBA Files. You can search for the view control project to see if there is an error in the configurations causing it to fail to load. I often use the -debug command line switch to create an msdebug.txt file to try and diagnose issues.
You can review the pop up menu code in the customize dialog box and build a toolbox or function keys once you have it working.

Brian,
This has happened to me a few times. I also use the AEC Workspace. Try closing OpenRoads completely and coming back in. I worked for me. **Who knows???**
