Using Regular AccuDraw, you can use the T Shortcut to align the compass (and therefore the cell) to a top orientation. I might use O (origin) and then T as that will move the compass to the cursor position first and then orient it to Top.

Use a Point cell instead of a Graphic cell. Point cells do not rotate with the view.

You choose Point or Graphic when creating the cell. To change an existing cell you can edit the model properties of the cell in the cell library.
