I am having a hard time laying out this taper. Not sure the best open road tool I should be using for this taper. I cannot get the back tangent to match the bearing that was given as a check. See Image

Can you not just point control it up to the radius return?
If you are laying out the geometry, what about the 'Variable Offset Taper'? The following video will cover the different offset and taper options. The 'Variable Offset Taper' is covered starting around the 6:40 mark in the video.

There is a long-standing bug with the taper-arc tool in that it does not actually work. The taper picks a tangent line and tapers to that rather than tapering to a curved alignment. The variable offset taper tool tapers along curved alignments just fine though. I've raised this bug through an SR and even in one of the SIGs, but it does not get attention.
In this extreme example, you can see that the 1:15 taper is correctly honoured along the tangent alignment, but not along the curved alignment:
