Raster Transparency Not Printing FDOT Connect 10.10

I have raster image (Aerials) referenced where I set the transparency to 70%. Transparency is showing correctly in dgn but when I print to pdf the raster transparency is ignored. I know checking the rasterized option is a solution but the printed pdf is not text searchable. How can I have transparent raster image with text searchable pdf. Any help would be highly appreciated. I am using Open Roads Designer & FDOT Plot Config.

  • After doing some trial and error, it seems like you can get raster images to print with a transparency without rasterizing your pdf if your aerial imagery is directly attached via raster manager into the sheet that is being printed, as opposed to being nested in references or referenced. Also i have found that if the aerial is still attached in any of the references it effects the aerial directly attached to the drawing and prevents both from printing with a transparency if the referenced file is in the fence of the printed area. In summary some weird stuff is going on and there is no great way to fix it without detaching all of your aerial from all of your referenced drawings, and then directly attaching said aerial using the reference manager to the sheet you wish to print.
