This list is stored in the XIN file. Since this is a new SS10 install, my first thought would be toward the MSXML DLL parser issue outlined in the following wiki article. If you are not able to see anything from an XIN (i.e. File Types, Styles, Symbologies, Preferences, etc.), it is because the XML Parser we used in older products is not on the machine and needs to be downloaded.

If you go to the Style Manager and you can see the styles listed, it isn't an issue with the MSXML4.DLL, but it could just be the XIN loaded doesn't have the file formats stored in it. Try loading the proper XIN or load one of the delivered civil.XIN files to see if you have file formats available.

If that is the case, you may need to utilize the Copy Preferences add-in and you can copy the preferences from an opened XIN file into the loaded XIN by copying the SurveyIMPEXP information from one XIN to another.
